A graduate of Canterbury and Victoria universities, Janine Hayward is a Senior Lecturer in Political Studies at the University of Otago. Previously she worked as a report writer and researcher at the Waitangi Tribunal. Janine is the editor of Local Government and the Treaty of Waitangi (2003), and is the author of chapters including ‘Tino Rangatiratanga: Maori in the political and administrative system’ (with Alan Ward) in Indigenous Peoples’ Rights in Australia, Canada and New Zealand, edited by P. Havemann (Oxford University Press, 1999), and ‘The Waitangi Tribunal’, in New Zealand Government and Politics, edited by R. Miller (Oxford University Press, 2001).  With Nicola Wheen, she edited The Waitangi Tribunal (BWB, 2004).
